300990 Limit Bandwidth Linux

Looking for sys admin to limit my whole Redhat 9.0 server outgoing traffic to 3mb. I have 3 servers that need to limit the bandwidth. Pl quote the best price if you can. I heard that I can use cbq to limit the server bandwidth. Here is what I heard: "You can use CBQ part of the linux kernels QOS implamentation. You must have both QOS (with cbq module) and traffic shaping enabled in your kernel. Redhat kernel's have this by default in 7.2+.".
