Free Shipping Plus Upgraded Shipping (UPS & USPS) CRE Loaded

Production site running CRE Loaded 6.4.1a hosted on Apache, MySQL 5, PHP 5.2.9. There are some modifications that are in place that must remain. Need to offer Free Shipping for orders over $100. But, we also need to offer "upgraded" shipping. So we need the UPS and USPS modules to be active at the same time that the Free Shipping is active. So, that buyers may choose Free Shipping or choose the different UPS and USPS shipping methods. We were able to get this working with having the UPS, USPS and Table Rate modules activated. But, it broke one day (don't remember what happened). After that if someone chooses UPS or USPS shipping it would not charge them for the shipping (if it was over $100). It would be $0 for shipping. So, we deactivated the Table Rate and turned on the Free Shipping module now they cannot choose another shipping method. Ideally we would like Free Shipping, UPS and USPS to be available for orders over $100. Orders under $100 would only see UPS and USPS.
