New template and migration

In moving our Joomla 1.5 site to 2.5, including shop we ask for assistance in creating a new template. Please look at enclosed description. Basically we want tabs to the different parts of the page on top of a normal Joomla-page. I want something like [login to view URL] the way they can change from site to site using css? It shouldn't be needed to say, but bad experience tells me it is. I expect a sketch layout, a design mock-up (psd) before some template is presented. We need to be able to discuss the mock-up BEFORE a programmer has presented a template and the design is locked. So when bidding, please PM the development plan you want to follow. Also I have had a component developed that needs to be implemented on the site as regards to the template. Tabs are uniquly named in css, so it should be fairly easy. We want to upgrade the website from Joomla 1.5 to 2.5 and shop from Virtuemart 1.1 to 2.x. We have about 150 articles, and a Virtuemart shop with 1000-2000 products. I just want someone to move products, old customers etc to the new version. Make a list of new and old links so we can make a 301 redirect file or similar to not lose pagerank. Basically all the stuff that needs done when migrating! We are also posting a template design on site.
