implement a picture rateing system in community site

With the use of SQL/Java script, i wish to implement a rating php page into my community site. The page is to look similar to [login to view URL] Users will be able to rate other members pictures, also to view top rated male, female. The images that will be chosen for rating will be users profile pictures. Once a users rates the picture, the rating will be linked to the users picture in their profile page, stating the rating score. Please Note: Ftp access will no be granted, Scripts an SQL export will be sent.
