It is a bespoke knowledge management solution to enable the organisations to share ideas, information, resources and newsand aid in the development of a community ??" a community for beneficiaries and support organisations alike. Specifically, the web portal will:
Provide a range of business support tools, directories and services. This will help business support organisations to signpost clients to appropriate agencies and also help clients to seek the services themselves.
Help locate experts and specialists across each region and beyond.
Bring up-to-date information on the key issues and challenges relevant to both business support services and users of mental health services
Enable contribution of information and expertise to resources, news and discussion forums
Develop an online training directory
Develop an online employers network

The portal will include the following key components:
Dynamic web-site capable of easy-updating and operation with minimal administrative input, Self-registration facility for those accessing the web-site, A basic survey facility for those registering on the web-site including gathering basic company information and identifying key business issues, A training provider directory , A business support directory , Access to online learning materials, Online library of factsheets , Online discussion forums, Events calendar , Noticeboard Newsletter , Toolkits, grants and funding, News section

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
