Distance learning startup is looking for an extended relationship with a development firm to develop and maintain an E-Learning portal where all training content is to be delivered via Flash video.

**OVERALL PORTAL FEATURES:**

Portal Framework: A well-established open source or commercial CMS solution is preferred (DotNetNuke, Joomla, Moodle, Drupal, etc).

Course Administration: Define attributes for the courses and categories available on the site.

Content Maintenance: Define the site's promotional content pages

Course Content: Course content pages will consist of dynamically-generated pages with links to Flash video files

Personalization: Student-specific learning/enrollment page

Enrollment: Enroll student in a course once payment has been made through shopping cart/payment module

Access Control: Content must be secured to prevent unauthorized access

Shopping Cart: May be implemented via integration to third-party shopping cart

Marketing/List building: Integration to third-party autoresponder service is expected

Affiliate Program: Integrate to third-party affiliate management package

Support/Help Desk: Packaged support software is acceptable; integration may be needed

EVALUATION CRITERIA: (In order of importance)

Architectural approach: A brief architecture overview (1 page is OK) needs to be submitted with bid.

Experience: Vendor must have demonstrable experience implementing similar portals using the proposed technologies.

Pricing: Not the main factor, but it will play a role with above criteria being equal.

Background: Positive ratings and feedback are a definite plus.

## Deliverables

DELIVERABLES: Once the project is awarded, the vendor will be asked to provide the following deliverables:

Architecture document: A bit more detailed than the one submitted with the bid. Specifies products/services to be used, integration methods, and custom development approach for approval by buyer.

Proof of concept: A working pilot to demonstrate a subset of critical functions. Not a "throwaway"?; will consist of the base code for the full-featured portal. The functions to be included in the proof of concept are specified in the requirements document.

Release 1 / Launch: Full-featured, tested, and accepted site code with all features as agreed upon project award.

Technical Documentation: Technical description of any custom modules developed, all integration mechanisms utilized, and recommended upgrade approach for multi-component solutions.

Pre- and post-launch support - Vendor will be expected to provide technical support for 2 weeks before and 2 weeks after launch.

Ongoing maintenance and support: Vendor will provide hourly rate for maintenance and support of the solution going forward.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.

Hi, I've had questions about the Flash video files with the training content mentioned in the requirements document. These files are NOT part of the project. They will appear on the Course Content Page (Page 6 of screens doc), and they will be hosted at a Flash Media Server host. Your code only has to build this page dynamically, displaying the left menu links based on the course/lesson/unit database tables. The URL to the Flash file for each Unit will also be stored in the Unit database table (please see Page 7 of Screens doc). There may be some HTML code to integrate the video files, which I'll be obtaining from the hosting company. This is a controlled-access page, with security based on the user's enrollments.

## Platform

Linux/Unix or Windows-based solution. A well-established open source or commercial CMS solution is preferred (DotNetNuke, Joomla, Moodle, Drupal, etc). PHP, .NET, and Java are acceptable.
