Hi.

This is a Web Application brief with a time limit of going live in February 2007

I need a web appliction based on ASP.NET with a SQL database that replicates a tool based on an Excel spreadsheet to asses risk factors in design projects.

A copy of this tool can be made available once the bidding process is complete.

Tool function

The function of the application is to allow the set-up of a risk evaluation matrix for a specific project comparing a benchmark design(the current design) against competitive designs in the market place and any new design proposals.

This tool will be based on a database held on my servers and used by clients to review design project risk in real time. There will be several clients uing the database and within each client several users. I estimate useage will be light however we need to allow for multiple simultaneous usage

The application will provide secure log on facilities

The database should be able to hold image files of the designs each up to 600k in size,values stored as text,values stored as individual values,aggregate vales and weighting values.

The database should be able to hold the project history by freezing entries at pre-set review points and then publishing a new matrix based on the review for further modification as the project progresses.

I am open to suggestions and advise regarding all the above where you believe there may be functional or database improvements to be made.

## Deliverables

The tool I need will have the following functionality.

1) A secure logon form with password protection establishing three levels,administration-allowing complete control of the application,expert level allowing acces to the experts specific areea only-i.e able to modify text values and numeric 'scoring' and viewing access only-with the ability to review the database entries but no ability to modify content.

2) A project set-up form to allow the project risk factors to be entered as text descriptions by experts from various parts of a corporation-currently the list contains the following functions, Marketing,Finance,Pack Development,Production,Research and Development,Consumer research.

3) A value entering form that allows each expert group to review the competitive designs and new designs and set values from -5 to +5 against each of the risk factors they have [url removed, login to view] form should also allow each expert to assign a numeric weighting against each of the risk topics they are responsible from 0 to 5.

The form will allow the expert users to add notes and links to important data in support of their [url removed, login to view] form should have the ability to be shared by a number of experts from the same discipline working online via web-conferencing,video conferencing,teleconferencing.

4) A master form that brings together all the entries by the various experts as a summary for on-line group review. The form should consist of a 2D matrix with the following details:

Designs should be shown as images in a horizontal array,the risk values entered by the experts in a logical groups arrayed on the left hand side of the form in a vertical [url removed, login to view] should be a facility to modify the expert assigned values in an entry box for each risk factor against each [url removed, login to view] form should show the values entered and a graphical feedback as a bar chart for each entry against each design.

The matrix will show the aggregate score for each expert groups as a summary with the weighting applied.

The matrix will have the ability to display a 'rolled up' presentation where each expert group can be displayed either in an open view showing all the risk factors and their scores and bar chart representations or as a rolled up summary showing the aggregate score for the group with an aggregate bar chart represntation.

In the rolled up mode the form can be viewed by senior management whocan-if desired ,open up each expert section to review the detailed content.

I also would like a facility to group and present the data by 'competition' and by 'new design' to allow the comparison of the benchmark design selectively against either the competitive designs or the new designs and also against both groups.

5) A profiling form that will allow a project administrator to pre-set some conditions for the application specifically

i)The types of experts and expert areas that need to be included.

ii)The number of risk elements that will be passed onto the master summary page

iii) the number of competitive comparisons and number of new designs that can be included in the risk evaluation.

iv) Appling a 'freeze-by' date to the database that will lock entires at a certain date.

v) The ability to publish a new matrix containing a copy of the 'frozen' data but with the entry functionaily restored

vi)Set-up of the database images representing the benchmark,the competition and the new designs and-before the 'new' database is released for editing as noted in point v) above-the ability to edit and amend images to include new images or add new images to the matrix to reflect competitve design or new design updates.

vii) Customise the appearance of the application to meet client corporate identity needs;specifically

a) add in a customer logo on each form

b) modify the background and foreground colors of the forms

c) modify the fonts and font colors on the form

6) The application must be usable simultaneously by multiple clients of the buyer

7)The application should have the ability to be modified on-line in realtime by the buyer to allow updating of images, and all values. for the buyers clients .

8) I would like to be able to run the web application on a secure database and have selected MS-SQL for this function

9) I will need to be able to test this application live with a client in early February.

And the deliverables are:

9) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done meeting the functionality described in points 1) thru 8) above.

10) Deliverables must be in ready-to-run condition, as follows :

a) As a web application and server-side application the deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b)The application will be set-up on the buyers servers and tested with a nominated client before February 16th 2006

11) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

This should be a web based application useable on Windows and Mac platforms running Internet Explorer.
