Я ежедневно пользуюсь youtube-dl и aria2 для личного пользования, но в основном для скачивания плейлистов на прямую с youtube. Для вашей задачи есть несколько решений. Одно из которых запускать питовновскую youtube-dl в приложении и периодично скачивать код для обвовления. Можно также написать свою версию на java, но там есть свои нюансы. Например, пробематичнее обнволять ресурсы. Для aria2 так же можно использовать один из вариантов, но в зависимости от ваших потребностей я думаю использовать java версию будет лучше. Питон достаточно прожорлив. И запускать много приложений не каждый телефон потянет. Кстати что у вас за CMS? Можно будет придумать промежуточные решения.
