The type of app you mentioned is not a small app and any Hybrid technology is not recommended for that. I'd propose to use native technology using Java and for Backend use custom PHP. XML and JSON will need to be used to fetch / parse data from database. So, the cost would be high , around $5000 to 6000 USD and Timeline would be 50 days.
