Unity Based 3D Driving Game Application for Educational Website

I have had this vision to take our online classes and add some simulation driving training via a smartphone/tablet and if it can pull that off where the smartphone/tablet would act as the steering wheel, turning it make the car turn, tilting forward makes it go faster, tilting back slows/stops it, that would be great. My client is going to have a game development project for his driver education website where the selected developer will be creating multiple educational based driving simulations for the game. We have a MySQL Backend Database. We use ColdFusion as our primary programming language, which I will providing any ColdFusion code needed to interact with the backend database.. At this time, we are asking Unity programmers to bid on this project. What benefits are there to using Unity over other programming languages such as Java and C++? What downsides are there to using Unity over these other languages? What experience do you have creating games for websites? Do you have any examples that we could see? We would be able to dynamically provide WKT polygons and polystrings for different features such as roads, rivers, bodys of water, schools, cities, counties, states / regions, etc. The programmer would take these strings and dynamically create the environment. We would have to assume all roads are one way roads. We would not know the driving speed of the roads so a speed would have to be randomly given within a range and the user would have to adhere to that limit with a certain range. If the user fails to do so, there could be a cop care that pulls the user over. The user would have to stay within the bounds of the road within a certain extend. If the user goes off road too much, they would run into an invisible wall. There goal is to go from point A to point B in this scenario. There would need to be a scoring system in all scenarios. We also see social media being included within this game with sharing aspects and a friend invite feature via Facebook. Good luck to all bidders!
