Photo Upload App and Ratings

I require an iPhone and Android App that will do the following:
Allow people to Signup (with Facebook Connect aswell) and then be able to upload images (similar to Instagram). People will then be able to see a feed of images and 'like' a photo. The newsfeed will display these photos according to the number of 'likes'. (The image with the most likes will be at the top).
There will be filters (By Location).
I quite like the style of an App called Pirq. (Beautiful and Clean App).
There will most likely be a lot of follow up work...
