Link building Task and maintenance

Basically my site, for a stock trading software, is at PR4 and I want to start a link building campaign to get it to increase this.

This is the initial project which I would like 40 reciprical links then I would to keep the person doing the work to maintain existing links and add 10 links a month, this will be done separately and I will make payment arrangements then (I am thinking $30 a month for this)

What I want to see is someone who is done this before and can provide website urls and keywords which show me some successful past results.

We need to come to some reasonable agreement on the payment schedule for this project. I am open.
