Implement recursive clustering algorithm

Looking for a freelancer to implement a recursive clustering algorithm. The task is to create clusters after scraping HTML off a webpage
The initial cluster is the entire page.
We create new create sub-clusters from each previous cluster until we reach the bottom of the HTML tree, let this set of clusters be called "final sub-clusters". The final sub-clusters are basically individual p tags or h tags or a tags.
We then back track until we find a pattern e.g.
<li></li>
<li></li>
<li></li>
We add this to a ClusterList then return the ClusterList once a pattern has been found for each set of final-subclusters.
