locate the boundaries containing house addresses

I'm an independent developer looking to off-load some work to freelancer. I have selected a small part of my current project, to be posted here. Attached below are two files. One is a CSV file containing a list of addresses with already geocoded GPS coordinates. The other file is a PowerPoint containing information about 4 defined boundaries, of which the last one has three sets of sub-boundaries. I also have another file available upon request, which I did not upload, which has coordinates of the streets themselves. YOUR JOB: I need a file resolving for each of the addresses, which of the 4 boundaries the address belongs to, initially, and later to include also the sub-boundary (if it's within the 4th boundary defined in the PowerPoint). Addresses that fall outside of any of the boundaries should be resolved to "null". This solution must be achieved using the address components (number,street,zip) and/or GPS coordinates of each address. Integration to any external third-party service must be approved by employer. All methodology and code used by the freelancer must be uploaded along with final data file. Worker is responsible for 100% accuracy and employer is not required to identify incorrect data. Java or Python must be used. Code must be delivered in ready-to-run condition. MILESTONES: Payment and timeline will be divided into 3 milestones- $10 for a detailed solution architecture/design capable of meeting requirements, and from the remainder 50% for delivery of data and code for initial scope of just the 4 boundaries, and 50% for final delivery of data and code that includes the sub-boundaries of the 4th boundary.
