Improve SEO ranking for 6 keywords in Google Colombia

Im looking for and HONEST SEO partner to work on a monthly basis agreement. Project Objective: Rank Top 3 on [login to view URL] (Thats Google Colombia) for 6 spanish keywords in 4 months using Withe Hat Techniques. (its not a a very difficult competitive market) Terms of the Project: 1. Provider will define a minimum quantity of Monthly links for each keyword based on a SEO analysis and what him/her consider is a proper number to achieve the main objective time frame. (I’m not interested in massive linking but only permanent good linking), Link conditions: • No poor social bookmarking • Hi PR (4 or above = trust and influential) relevant niche links like top directories, press releases and blog post (texts will be provided) • NO temporary non follow or dead links, all links must be approved and Do follow. Free or Premium One-way manual. • Follow Pinguin and Panda latest recommendations and updates. • Only English and Spanish sites links allowed. • TF and CF should maintain a ratio together • Links must not be made or done using automated software or any other illegal linking methods. You can use the automated software to find relevant websites for link building. Blackhat or Grey link building methods will not be accepted nor paid. • Specific keywords and Description about the business URL's will be provided. • Pages must be indexed by Google, Yahoo and Bing. • No link farms, forums, spam sites, web rings, gambling, or adult sites 2. Since its a Colombian target website we request you do at least 90% of the links ins spanish websites, Colombian websites are not mandatory but it would be highly apreciated. 3. Provider will give a weekly report including rank improvements for each keyword on www.google.com.co. All links will be checked. 4. The Payment will be at the end of each month. I will create a monthly milestone and I will release it if the weekly reports are according to these terms and show good, honest and hi quality work. Otherwise project will be terminated early. 5. If the project main objective is not achieved in the defined time frame freelancer will not charge the last milestone. In any month if we feel the work is not properly done, according to this terms, we will end the project early. 6. Only serious BIDS.
