WPF Media Program

I am in need of an WPF expert to create a media program that i will only use within my own personal home. I am not looking to sell it or anything like that - just for personal use. The standards of WPF apply here - MVVM and good code commenting. I have included a lot of examples of animated menus showing the kind of effects i would like the media program to have. I also drew up a static layout of the main menu, movie menu and what happens when i click on a movie. All other examples just show the animations i like and where they would appear in the program. Please just have place holders for menus/items in order for me to come back and add the needed graphics to the program. No need to try to find background, etc for this as i will be doing all of that myself - i just need a place holder in order to know where to place it. I am flexible as for the time frame of this project (~3-4 weeks). Please feel free to use the latest .net framework and also Unity 3D and/or DirectX if needed to pull off some of the animations that i am looking to have in my media program. The PC system that this media program will be running on is an Intel Atom x5 64-bit Quad Core 1.44GHz with 2GB Ram, 32GB flash storage and Intel HD Graphics. This will be running Windows 10.
