Responsive Website & Wordpress Design - Phase 1

I am breaking this project into two phases. The bid you are placing now is for Phase 1. I will almost certainly use the same person for Phase 2, but I can’t spec phase two yet. Please read the whole brief.
For the website, use a common framework (Bootstrap, Foundation, etc). When you submit your bid, please let me know some of the frameworks you have worked with. If you have more than four sites in your portfolio, please chose four that are most applicable to this project.
Phase One: (Now)
1) Select the appropriate framework & WP theme.
2) Create a basic layout/mockup for:
a) Landing page - about six sections on this page (header, client logos. value prop, endorsements, our offerings)
b) One unique product page (header, text, explainer graphic, more text)
c) One template page. (text)
d) WP index page
e) WP post page
The design should finalize the color scheme, look and feel, typography, basic navigation, and layout. However, much of the text will be dummy text. Most graphic elements will be placeholders. Only things like the company logo must be included. The mock-ups need to look good, but they are not final. We will not be having any “can you move that five pixels to the left” or “can you crop that so more of her arm is showing” conversations. Some menu items can lead nowhere. You will not be waiting on me for text or graphics. If I send it to you, use it. Otherwise use lorum opossum or placeholders. All tweaking will all take place in Phase two.
With this I will get approval of the design and finalize the sections and overall contents, and then we will move onto phase two.
Phase Two: (Next)
Here I will be able to provide a proper spec. We will select the final photos, headlines, and text. You will create the final graphic elements. Lots of tweaking an tuning to be done. There will be a few more pages to create and a few sections to add to the existing ones, but since the frameworks, templates and layouts have been finalized, I will be able to explain exactly what needs to be done in a language we both understand.
There will be occasional, ongoing work on this project as well.
Complete Project:
I need someone who can create a dazzling reactive website and matching WP blog templates for a company offering long-term Japan market entry consulting services to B2B firms. There is no commerce component. The goal of the site is to convince our visitors that we are their ideal partner for their entry into the Japanese (and later Asian) markets.
Scope:
Both he website and WP blog be based on templates that you modify as needed to achieve a beautiful, consistent, professional whole. Commercial templates at additional cost is fine. There are a number (less than 10) of accent illustrations that will need the be created to illustrate features and options and such.
Website:
1 x Landing page
2 x Unique product pages. These pages will be based on the standard page template, but will contain additional design elements. A comparison table perhaps, or maybe simple illustrations (clip-art style) that explain the different options being offered.
5 x Template based pages. Content and format may change slightly, but these are simple things like an “About Us” No additional graphic elements needed to create. These should all look very similar.
1 x Matching WP blog template, with page, post and index templates customized to blend with the site.
Design Notes:
There is a basic grid format used by new SaaS companies, that we feel is the right direction.
