Graphic design and program a side scrolling game for iOS and Android

I need a side scrolling game graphic designed and developed/programmed. The player needs to fly a plane past obstacles to an airport in each level. The plane has a constant speed forward. When the player touches the screen, the plane will climb. When the player doesn't touch the screen the plane will descend. Various obstacles stand in the way of the player to the airport. These include thunderstorm clouds, land, other planes etc - hitting one of these will mean the player crashes and must restart the level. When the player reaches the airport, they must hit a landing net to end the level - if they miss it they will crash. Various power ups will exist in some levels - these are all obtained by crashing into weather balloons. Power ups include the thunderstorm neutraliser to disintegrate thunderstorm clouds; the Super Collision Avoidance which will repel other planes away from the player; and the Submersible, which will allow the player to fly underwater - some levels will need underwater developed as well as up top. A total of 15 levels will need to be developed, as well as a tutorial level, with each being slightly harder than the last. There will be three different planes with differing forward, climbing and descending speeds. The default Cessna type plane will be have the slowest forward, climbing and descending speed. The second will be a private jet type which will have a medium forward, climbing and descending speed. The third will be the fighter jet which will have the fastest forward, climbing and descending speed. The second and third planes are locked - they can be unlocked by finding them in a secret area in some of the levels, or by buying them (freemium model). Simiarly, the power ups can be made permenant by finding the permanent ones in a secret area in some of the levels or by buying them (freemium model). The secret areas must be hard to find and get to. A total of six secret areas are required across six levels. I have attached sample designs.
