Build a website for Scheduling and time tracking

I am looking to have a software/website for an event staffing company. We provide staff for events at different locations and also at specific locations on a weekly basis. I currently email a list of events/shifts on a weekly basis and staff replies back indicating which events/shifts they can work. I than make a list on excel of which events each staff can work. I may only need a certain number of staff for each event, so the next step I take is send a a confirmation email to the staff I chose to work each event. The staff needs to reply back confirming they received the second email and also indicating if they require any uniform item. We have a standard uniform and certain items need to be purchased through us, we deduct the cost of each uniform item from their pay, but it’s important for us to know who requires a uniform item for each events. I am looking for an easier solution, I am looking for a software or website that would have the list of staff in different groups, this would allow me to send an Event Request to the groups I want to, I want the system to have a set default hourly rate for each position, but have the ability to change the hourly rate case by case. I want to have the software to send a communication to the staff with the list of events/shifts and have them reply back through the software or link, which than imports into an excel spreadsheet under each event. This way I will not need to go through a list of responses and manually place the staff under each event they selected they can work. I than want to have an easier way to send a confirmation email, which has check boxes for the uniform items that staff can reply to a certain way and again it imports to excel indicating the staff have confirmed and the uniform items they need, if they need any. Once, I am or a manager is at an event, we want to be able to sign-in and sign-out staff for their hours and have the system transfers their pay amount after deducting any uniform items they have kept. The software should continuously calculate their total pay and provide a report of their hours and deductions for payroll.
