Configure VPN in Zyxel USG20W

I'm looking for an experienced person to configure the following two tasks on Zyxel USG20W:
1) create a VPN that allows a remote PC with dynamic IP to connect to internet through USG20W (fixed WAN IP address), blocking access to inside LAN
2) using MAC address, create a rule to allow only certain specified devices to connect to local NVR-security cameras (fixed LAN IP address) to view the video streaming
A basic scheme for both point in attachment.
