Excel Sheet / MS Acess with formula needed.

I am running a financial consultancy under which we need a excel base sheet which help me to calculate employee time and cost which they spent on particular project. Please understand project clearly before you post. 1. We have some different files name IT-1, IT-2...; GST-1, GST-2, COP-1,COP-2 2. Different employee 3. Different employee work on different file so we need to calculate on which file who has worked how many minutes 4. Employee can add their time but they can not delete their time. 5. Employee should be given their user name and password so no one can see what others did 6. Master password should be with only main user. 7. We want per file time spent by different employee and on the basis of time we can decide price to be charged from customer as well as we can be able to find employee per hour cost. All these we want in excel / Access and we do not have licence version of excel so before making please make sure.
