Convert scanned (pdf) book into an ebook

I am representing an author who wants one of her old books (from the 1980s, about 240 pages) converted to an ebook. Since she has no digital version of the book, we scanned it as a pdf.
I have:
pdf of the scanned book (sample attached).
I need:
an .epub that accurately represents the content and layout of the scanned book.
I'm guessing this will involve:
-All the content from the pdf copied and pasted into a text document.
-That text document to be converted to an .epub (with all the necessary styles applied to capture the layout of the original)
-images placed appropriately in the text (I have had the images recreated already. They just need to be placed appropriately).
