vb.net Photo Displayer

This should be simple but some options needed just to show images on a timer either random or sequential for giving a presentation at a convention that can be modified on one screen and presented on another. The main window can do it all but will project what it has going on to another form that has no borders and can be moved by clicking anywhere and then double click will maximize or unmaximize to normal window size. Both main window and detached windows scaling when resized but the image resized in high quality. Images should be the same size so therefore square scaled to the largest side. Just a couple options so we can see an image or images but it will act like a remote for detached display also. So basically two forms with good graphic rendering and some type set and viewing options. I would also like to see that the images are modified with details entered in the app. App simply reads from a directory, modifies image details and displays images on a timer. I am looking for the right person, who will take 45.00!
