Video upload, thumbnail, management

I want users to be able to upload videos via browser. The video is then thumbnailed and displayed on a page. The user is given a link to their video to post on boards, in email, etc. They are also presented with the code to post the thumbnail linked to the video (bbcode and html).
When a visitor sees the video, they can rate it, leave comments, etc.
This will be similar to this project, except no conversions. [url removed, login to view]
