Procedural Generator specialist required!!

Procedural generator specialist required for a project! (Example of pixel art I require to be able to load into the generation interface is supplied) Require a program created to be able to generate 2d pixel artwork. i have a set of attributes I require to be able to load into the program along with the base pixel face to generate thousands of possibilities. i have read a little of procedural generation and it interests me a lot unfortunately I do not have the expertise to undertake this task myself. i have examples of what attributes I will require to load into the program if possible I would like the program to not be refined to one specific pixel art category I want to be able to use this for multiple projects in the future so if the function to load a .PNG/JPG/GIF format into this program and then load attributes (accessories) into it to create the thousands of combinations is possible that would be awesome! this is time-sensitive!
