My understanding is that you will have 3 applications, each hosted in IIS (or other hosting environment), all exposing Web Services through frameworks like Web API. Is this assumption right? Also, I see that a database is involved and that you would like logging. Do you have a certain type of logging in mind? Would you like to be in file or database, or are you considering cloud (e.g. Azure) logging solutions? There are also other decisions to make, if they are not already taken, like if you prefer .NET Framework or .NET Core. This shouldn't affect the estimation too much. What can affect the estimation is actually the security part, depending on what do you plan to use for authentication & authorization. If I understand correctly the task you described I would need to develop 2 web services that communicate with each other using JSON. One of them will be a proxy service that is hosted at B which will route the requests to the other web service at C. The service at C has a connection to MS SQL Server database and does all the work. Do you also need the client side developed for a merchant A with some user interface? I can deliver such project in 1 day (without client UI).
