Find Spam Friendly VPS Server For Bulk Email and install SMTP

I want the bidder to be able to find or supply me with an offshore VPS host that I can use to send "unsolicited emails" with that do however comply with CAN-SPAM Act. I am looking ultimately to send 10,000 emails per day. My requirements are at least 2GB RAM, 3 or 4 clean dedicated IP's and at least 20GB of space. The VPS needs to be bulletproof in other words not cease my account because of spam abuse complaints that could arise (this is a must). The VPS must also be integrateable with "Interspire email marketer". Server must have at least 99.99% up time as well. No Chinese servers please. *Please only bid if you have a lot of experience in this area. Provide server prvider details as well and pricing for servers.
