ESP32 generating information for SNMP server

Job Description:
• I need to monitor 5 outlets of 110VAC each and the temperature of an environment.
• I need to know exactly when the energy drops and returns at each of the 5 points.
• All energy and temperature points are in the same room.
• There is a WIFI connected to the UPS and with a 4G chip.
• The internet does not fail even in case of power failure.
• Locally, there is a small server also connected to the wifi and the UPS that sends SNMP events to two external servers, ZABBIX and PRTG.
• I need to monitor the drop and return of energy in these 5 energy points and know the ambient temperature.
In short, on ESP32 or ARDUINO:
1) Make the list of material to be purchased;
2) Make a program that generates events via SNMP to a local server (cable or wifi) with a specific IP;
3) I assemble the hardware and make it available online so we can test your software;
