SMS guest notification system

Develop an SMS web hosted application that can send both SMS text messages as well as voice messages. Messaging capabilities should be both SMTP sends and SMS text message via an API to a short code.

The program will be used to notify guests when thier rooms is ready or to confirm a reservation. Front desk staff can login to the system form any web browser, enter in a guest cell number and click a 'text" or "call" button when its time to notify a guest there room is ready. A precordered voice file will be the call, either through an API or built in. The text should be an email send over a short code with the ability provision a SMS texts.

Each time a text or voice is sent to an individual guest the user inteface should show how many times it was sent (1), (2), etc.

The interface should include the fields in this order:

Name, Memo, party size, quote time, a timer (that is activated up entering the party into the wait list, measure wait time vs quote time) cell phone field, check box for 'call" option. Text is the default send. and finish.

Cell numbers can be entered in manually as well. Sending can be either be in bulk, individual by both voice or text.

The campaign generator will build and store individual customer campaigns and keep indivdual customer campaigns togather for repeat use. A text coupon feature to include an expiration date field that can be set by client. i.e. expires 15 days from when the text is sent. The text message will show a date 15 days from the send. i.e. campaign has a 15 day expiration, text is sent May 1, the text coupon will have and expiration of May 15 generated by the program. Each campaign will have the ability to test the campaign to a single cell number. The ability to have a tinyURL capability.

1) Complete and fully-functional worki ing program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Buyer's environment.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the worker's Worker Legal Agreement).

Web hosted system over a browser, preferrably Explore 7 and up, Safari, iPad. Build in Cold Fusion, Java or what you suggestion.
