MEAN stack developer for an innovative educational mobile app

We are an educational startup planning to build a prototype of our new app idea. We need to build a mobile app in which we need a custom video player. Since we plan to make interactive lecture videos, we want a framework in which the video pauses to show a question and a few options to the user at a specific time on the video and based on the option selected by the user the video will either continue to play or will skip for a few minutes and then continue to play. An admin panel has to be created to set the questions and its options and duration of skip, etc on the backend using MongoDB.
