ANPR Camera

We have a small carpark, we want to log all the cars that enter the car park. Their license plate and the time date they entered. We want to use a standard IP camera, such as a HIK Vision IP camera, however we are open to suggestions. This is a standalone installation, we have through we will use a RaspberryPi for the server. Android Tablet for Client (operator).

Part 1 - Produce a piece of software that will capture the video stream from the camera (IP) store the video stream in a video file (configurable file sizes and naming required). Identify the number plate and take a picture of the vehicle and store picture of vehicle, plate details and timedatestamp in the database.

Part 2 - Produce a display app that will run on an Android Tablet, that will show a list of all the vehicles in time date order, with the ability to print a ticket to a IP printer. Format to be confirmed.

You must reference where you have done ANPR work in the past and if you intend to use any third party code this must be agreed beforehand and any license implications discussed.
