DBF to XML conversion in web-based solution

INPUT: DBF (opens in excel) file holding 20 columns and 700 rows of data.
OUTPUT: I need it converted to a specific XML format. I have an XSL document and a sample XML for you to use.
The way I envision the script is this: Upload the DBF, processing (progress bar or similar) and prompted to download the XML.
This should be a web-based solution (hosted on my server) which I will use daily to process a similarly sized file.

I can certainly help you with this project. I'm new to FreeLancer but have worked in IT for the past 8 years. Can you clarify the type of server you are running? e.g. Is it running Apache and PHP?
