create an API like system to connect 2 website SQL databases together

I have 2 websites:
WEBSITE A - Wordpress with standard wordpress SQL database
WEBSITE B - developed privately in php/WHMCS with SQL database.
We want our Members on WEBSITE B to be able to use their login credentials to login to WEBSITE A. However, this needs to be 1-way only. That is to say, if someone signs up to WEBSITE A only, we DO NOT want an account created for them automatically on WEBSITE B.
So - I need a freelancer to create an API like system that does the following:
1. When new member registers on WEBSITE B, run a function that grabs the registration information used to register and send it to WEBSITE A to create a new user on that site too.
2. Encrypt information to be compatible with wordpress database format.
3. Return information (user/password) from WEBSITE A to WEBSITE B and notify member that he/she also has a user registered on WEBSITE A.
4. Export the existing member database on WEBSITE B and create identical member accounts for them on WEBSITE A (approximately 400 members).
This should only be a one time process to create the account on WEBSITE A using the information from WEBSITE B.
I will provide the URLS of both websites to the successful freelancer. Please say "LAW123" at the beginning of your proposal to show that you have read and understand the requirements.
