Create VB.net executable/command program to read directory, look for files/images, process them and upload them to Azure Storage

Create a VB.net executable to read a directory and its subdirectories, look for images there, proccess them and uploads them to an Azure Storage Account. SQL-Server table Table: Images_Store_Azure Fields: DirPath VARCHAR(300), FileName VARCHAR(300), URL_FileName VARCHAR(300), URL_Thumbnail VARCHAR(300), Uploaded_Timestamp DATETIME Review of the process Step1 - Look for files or subdirectories in Initial_Path Step2 - Read in SQL-Server table if DirPath+FileName has been uploaded before. If it was processed before, skip it and look for next. Step3 - If file has not been processed before, then Step 4. Step4 - Create a thumbnail file of image of 100x100 pixels. Files/Images can be JPGs or PNGs or PDFs (for pdfs no thumbnail is required). Step5 - Upload original file and its thumbnail to given/configured Azure Account, in BLOB, and get FULL url/path of uploaded files. Step6 - Insert record into SQL-Server table: Images_Store_Azure. Step7 - Next. I will provide a zip with sample directories and images for you to process as test once assigned the projject. This process will read and look for hundreds of directory/files every night.
