Consultant for windows/virtual machine

Hey. I have an application that is built in c# It's a windows application. What i need here is someone that knows hos windows and virtual machine works. The whole purpose with the software is so that student can't communicate with the world nor with other students. So what it does know is killing all processes that uses communication ports. But i guess there is some ways to bypass the system. Need consultant with ideas and solutions. No programming knowledge is required. Regards
