Can you tell me a bit about the business? It'll give me a better idea of functionality requirements for the site. When you use the term, "market" I'm assuming this is going to be a multi-vendor marketplace? Meaning users can purchase items, as well as sell their own? I'm not sure if you've already considered a cms for this, but based on your budget and depending on the business model (single vendor, multi-vendor, subscription, etc) we'd probably look at using something like Magento or Wordpress. Magento is a bit of a heavier/resource intensive cms with more of a learning curve than wordpress, but it's also specifically built for e-commerce. While wordpress on the other hand, is a bit more cost effective. I'd need a better idea of the core "vision" behind the business to offer a solid recommendation.
