Design a Dynamic Website based on PHP

We would like to have the design of a website evaluated to determine the following things: 1)If it can be recreated with the following enhancements,I would like to add. 2)If it can be done with PHP -->we will be providing the reference site [login to view URL] .This is not the actual site,but structure is close to what we are looking for to apply to a different use.
