Convert PSD File Into CSS Template

I need someone who is honest and reliable and experienced in coding a psd file into CSS. I do web designs but I am not experienced in CSS coding. I receive a few clients a month and am interested in working with someone for long term. I will provide the PSD file. No design is necessary. I simply need the file coded into PSD. I need all categories such as "spa treatments, beauty treatments, packages & series etc" to be able to link to a web page. I will fill in the urls so it would need to be left with a marker #. Links need to look like this ... <li><a href="#" target="_self">Spa Treatments</a></li> So the developer would leave the URL with the # character but identify the links such "Spa Treatment" so I know which category to link to. The white content area need to be able to scroll. So, I will need a pink scroll bar. I need a table in the content area with no border but I need the tags below included in the table. %PAGE_TITLE%%CATEGORY_DESCRIPTION% %CONTENT% The other special tags I need are these. <title>%TITLE_TAG%</title> %META_TAGS% %STYLE_SHEET% I only need one page done as this will be the template that once I install will generate throughout the web site. Again, it is very important that I hire someone that is reliable, honest and would be interested in working with me on future projects. Please provide a portfolio.
