Create CSS to replace lost CSS files for a website

I recently took over a website that is missing the CSS. I have a 86x61 pixel thumbnail of how the website used to look and no other records to determine how it used to look. I need a CSS file created without changing the HTML. The CSS should make the website look approximately as the thumbnail indicates. I have: - working html files - an 86x61px thumbnail of how the website used to look (attached) - a large (1000px wide) splash image for the design. I need: - a css file to link on my website pages to make them look similar to the thumbnail image (attached) - the CSS must work with the EXISTING html I do not prepay, but I will fund a milestone for the completed project
