Basic HTML and CSS - repost

Hello, I require a completetly table-less implementation of the design using CSS, and a W3C valid XHTML strict code. This should only take a talented coder a couple of hours to complete. Need a fast turn around time - less than 48 hours from the acceptance of the bid. Please see attached file for the design. P.S. The lower the bid, the more chance you have !
