Bulk Email Server Admin Needed

We have a large database of millions of emails and we need someone to create a server system to deliver the emails. The rate should be 250,000 – 500,000 per day. The freelancer should have many years experience working with email systems and thoroughly know how to avoid problems related to blacklisting of IP and domains. It is highly preferred that we work with someone who has thorough server admin experience. We also need reporting that will provide us with delivery and open rate. We are looking for someone who can set up a server with multiple IPs so that we can have multiple options for sending emails. The freelancer should understand how to configure each server rdns, domainkeys, dkim, sender id and spf. We would also like a long term relationship to monitor our IPs to make sure they are clean and our servers are optimized for the right balance of sending speed versus IP reputation.
