automatic login two users for windows 7(repost)

I require a software utility to automatically log a user in at boot time. This user must be logged in in the background and opened a full explorer session (so that programs in the startup menu for that user get logged in). The PC in question already has a different user set up to auto-login on the console at boot time, and this second login must not interfere with this. Credentials MUST NOT be stored in cleartext (including in source code). There should be a configuration GUI to set up the user/pass of the user to login - it should not be compiled in or hardcoded in any way. Please DO NOT just say "I can do it". Such bids will not be considered.
