Develop Windows-based program for creating specialized, multi-platform app

The app-creation program will allow me to specify a name embedded in the app interface. This program will let me create apps on the fly that have unique bookmark sets associated with them, depending on a user's interests. If a user is interested in having bookmarks for sites about animals, for example, I would find them and save them in a data file (in whatever format works best -- perhaps XML). I want to preserve the tree structure so that a user might end up with, say, a top-level folder called "animals," containing folders called "dogs," "cats," etc., containing bookmarks for sites about those animals. Then, when I run my program, it will access the bookmark details from a previously created data file and construct the app, with a customized interface name (e.g., "Animal Bookmarks") for whatever platform I choose, so user can execute the app and automatically add those bookmarks. This saves them the time involved in finding the relevant sites and bookmarking themselves.
