Auto save values into php sql database from excel rtd/dde spreadsheet

I have an excel spread sheet that is gathering a number from a it is changing constantly. I then want to copy the data in excel once every second into a database (SQL most likely or possibly access and then to sql) so i can then upload the information to a website, using php and wordpress. Then, I want to create a graph from the php database of these numbers with respect to time. I will upload the current number(the most recent second that was scraped from excel) and the chart into wordpress every second or however frequently is possible. Getting the data form excel into php database is the main focus of this project. If you have ideas about how to then upload a chart from this data, I will accept a higher bid.
