Creation and development - Car niche content website + forum

I am looking for someone to create the outline (with or without the content) for a simple niche website targeted to earn through ads centered around a very specific car model of a major manufacturer. Work to include website creation (you can bid including content writing or without) around a car model with "lots of hype" around it with content and information readily available - the Toyota Prius. Website should facilitate a community type feel. Work can be paid, or partnered (payment for work + % of revenue).
