Adsense page design

Hi coders, I'm looking for someone with experience in incerasing Adsense CTR for theirs and others websites. My site [login to view URL] has, on average, received 485 page impressions and **cant post CTR due to Google's TOS** per day for the last two months (since 1st Dec 2008). I would like to increase this. What I would like is for a coder who has had exceptional success in CTR increases (proof needed i.e. snapshot of a report in Adsense, ommitting the CTR of course :-) ) What I need is: 1. you to create a template page from my website which I can use throughout my site going forward 2. the template needs to be made with your CTR improvements in mind, and if necessary tables, columns and rows to be created also, including site width adjustments, if necessary. 3. It is vital that you can demonstrate CTR improvement so please ensure you can provide me with this information before you can bid. 4. Examples of your websites with CTR is also required. It is for reference only - I won't replicate it. I don't have the time or skill to do so :-) 5. An estimate of how much of a CTR you can improve on. I won't hold you to this, but in your experience you should have an idea. Looking forward to your bids.
