Create a Wordpress Blogroll type Plugin

We need a fairly simple Wordpress Plugin creating which displays a Blogroll of randomn URL links plus upto two clickable images (above and below) the main blogroll. The main feature of this plugin will be the displaying of xx random URLS, in two sections picked from a simple control text file that will be stored at a specific URL. In addition to this blogroll there will also be an image displayed above and optionally an image below the list of URLS. The images to be displayed will be retrieved from the same external server URL and when the images are clicked they will be sent to a URL that will be generated from a very simple rule created for the plugin. In essence this is an enhanced Blogroll type plugin that controls what URL links are to be displayed by retrieving them from a control text file.
