Banner on homepage to be shrunk

I need to have the banner shrunk (jpg attached in zip file with the code preview). I need the height of this banner to be 50% smaller, the with should remain the same and should scale with the page as it does now. You will get FTP access to the directory that stores this template file. Please have a look at the image and the code BEFORE you bid on this project to know that you can do this quick change.
