It is a perl/cgi based site with a database running out of files in the cgi-bin with .db suffixes (e.g. [login to view URL], [login to view URL] etc...)

I believe I can help you. Optimizing code may help, however it could be an issue that needs to be resolved in the way data is stored and retrieved from the database files. Some sorting also may help here. I'll drop you a private message with some questions that may help me.
