Code Fix - php automated emailing

I am looking for someone to provide me with support and to fix broken code that was supplied by another freelancer. The code supplied previously appeared to work for a while, although it was prone to generating errors when processed using WebBasedCron onling cron job execution program. Now it does not work at all, and unfortunately the freelancer appears unwilling to provide any after-sales support. I am looking for a coder to fix the issues and make this code work properly, and not generate constant failures in WebBasedCron. This is a small job (the bid for the original project was $72) and for a good coder this should perhaps only take half an hour or so to fix. I will supply all the original code, and any details necessary. I have attached the orginal prject description, so you have a better understanding of what I was trying to achieve. I have also zipped all of the files the original coder supplied, so perhaps you can identify the issue.
